INNOVATIVE STRATEGIES IN STRENGTHENING BUSINESS INCUBATORS FOR EMPOWERING FISHERIES-BASED MSMES IN BULETE VILLAGE, WAJO REGENCY

Abstract

The empowerment of fisheries-based Micro, Small, and Medium Enterprises (MSMEs) in coastal areas still faces structural challenges, such as limited access to markets, technology, and business institutions. This study aims to design and test innovative strategies for strengthening business incubators in the context of empowering fisheries MSMEs in Bulete Village, Wajo Regency. An exploratory qualitative research approach combined with a descriptive-simulative method was used to evaluate the effectiveness of the developed incubation model. Data were collected through in-depth interviews, focus group discussions (FGDs), and participant observation, then analyzed thematically and verified using data triangulation. The results indicate that a community-based business incubator model synergized with local wisdom and local fishery resources can improve managerial capacity, product innovation, and market competitiveness of MSMEs. Key strategies include the integration of technical training, ongoing mentoring, strengthening market networks, and institutional support from the local government. Simulations of the incubation program's impact indicate a potential increase in MSME revenue of up to 35% within one year. These findings confirm that business incubators are not merely instruments for business acceleration but also a vehicle for community empowerment based on local resources. This research contributes to strengthening community incubation theory and empowerment strategies for primary sector-based MSMEs.
