Abstract

This study aims to analyze and describe the collaborative governance of handling the Covid-19 Pandemic in Bekasi Regency, identify supporting and inhibiting factors for collaborative governance in handling the Covid-19 Pandemic in Bekasi Regency and analyze and construct a model of collaborative governance in disaster management in Bekasi Regency. The collaborative governance theory put forward by Anshel and Gash consists of Starting Conditions, Collaborative Process, Facilitative Leadership and Institutional Design. The research method used is a qualitative approach with a descriptive research type. The data analysis technique used is data reduction and conclusion. The study results show that collaborative governance in handling the Covid-19 pandemic in Bekasi Regency has been going well, where the starting conditions have been carried out in accordance with the stages of the collaboration process. The collaboration process has been carried out by providing direction and encouragement in building trust with the community together. Facilitative leadership is implemented through planning, implementation and monitoring/ evaluation. Institutions have been formed, the community participates in the collaboration process, and the process of handling the Covid-19 pandemic in Bekasi Regency is transparent. ENI collaborative governance model is constructed based on the reality of problems in Bekasi Regency in disaster management in Bekasi Regency, namely Education, Networking, and Innovation.
