DEVELOPING A NETWORK TO PREVENT, MONITOR AND PROMOTE THE PROTECTION OF CHILDREN’S RIGHTS AND REPLACEMENT FAMILIES AT THE COMMUNITY LEVEL AS A MECHANISM TO PREVENT EXPLOITATION OF CHILDREN

Abstract

The aim of this study is to develop a network to prevent, monitor and promote the protection of the rights of replacement children and families at the community level. The objectives are 1) To study the situation regarding the prevention, surveillance, promote and protect the children’s rights and replacement families at the community level 2) To study the development of network mechanisms related to prevention, surveillance, promote and protect the children’s rights and replacement families at the community level. This study employs qualitative research methods. This study examined the data following the concept of 1) The basic concepts of child rights 2) The concepts of Thailand's adoption law and the Convention on Child Protection and International Adoption Cooperation 3) The concept of raising children in an alternative family style 4) Policy concepts and implementation of replacement families at the national/regional/international level 5) The networking creation and development concepts. The data collection techniques were 1) Study relevant documents (documentary research) on the protection of children's rights and replacement families, foster family, and adoption such as laws, guidelines, operating regulations, mechanisms for the development of working as a networks of government agencies, private sectors, and international organizations on the prevention, surveillance and promotion of the children’s rights and replacement families 2) Interviews the key informants were experts and working with children and replacement families which consisting of staff working in protection child welfare and replacement families from the government organizations, private sectors, and international organizations in community in the Central part of Thailand, Thai-Laos Bilateral in the North of Thailand and Thai-Cambodian Bilateral in the eastern part of Thailand all total 69 people. The result of the First objective is the government network organization are operations on the defensive line, which is to carry out tasks according to the mission, roles and responsibilities, while the private sector has work to help protect, monitor promote and protect the children’s rights and replacement families which is social capital (Social Capital). Moreover, people are living together as a community which is the identity of Thai society. There has the temple as the center in community, which is the capital of the community (community capital). The Second objective is the mechanisms for prevention, surveillance, promote and protect the children’s rights and replacement families should focus on a multi-dimensional perspective. Not only focusing on adoption, but also connects to other dimensions, such as promoting a warm family, exploitation problem. Moreover, should also be consider to other impact issues such as economic, health, education issues as well.
