LEGAL POLITICS REGULATION OF THE MAIN THOUGHTS OF THE REGIONAL PEOPLE'S REPRESENTATIVE COUNCIL IN PREPARING REGIONAL GOVERNMENT WORK PLANS
Objective study This is to find and analyze dimensions philosophical arrangement main the thoughts of the representative council people area in compilation plan Work government area, explain and analyze political law arrangement main the thoughts of the representative council people area, and to find and analyze reconstruction political law arrangement main the thoughts of the representative council people area in compilation plan Work government good area to the front. In this study use a normative juridical method with a philosophical approach, a legislative approach, a historical approach, and a conceptual approach. Data sources used in the form of material Primary, secondary, and tertiary laws obtained through studies bibliography. Legal materials obtained from study classified and systematized, then analyzed to make as a basis in drawing conclusion. The legal politics of the Regional People's Representative Council's Pokir currently do not have strong legitimacy in the Regional Government Law, the checks and balances mechanism is weak and transparency and accountability are not regulated rigidly in Law No. 23 of 2014 concerning Regional Government. The technical regulations for Pokir are regulated through Government Regulation No. 12 of 2018 concerning Regional Financial Management, Minister of Home Affairs Regulation No. 86 of 2017 concerning Procedures for Planning, Controlling, and Evaluation of Regional Development, and Minister of Home Affairs Regulation No. 70 of 2019 concerning Regional Government Information Systems. 3) The reconstruction of the legal politics of regulating the main thoughts of the regional people's representative council in preparing the regional government work plan is to amend Law No. 23 of 2014 concerning Regional Government by strengthening the authority of Pokir based on distributive justice between the legislative and executive, strengthening checks and balances, strengthening the accountability and transparency of Pokir through e- Pokir, and through public participation.
