Abstract

This study employs a normative empirical legal research method to examine legal norms governing the utilization of communal land and their implementation within social realities. The research aims to analyze the existence of the Joint Livestock Grazing Area (Lar) in Sumbawa Regency, to identify contemporary issues along with the underlying causes of conflict, and to assess conflict resolution patterns that have evolved through customary mechanisms and state legal interventions. Data were collected through statutory, sociological, anthropological, and conceptual approaches, supported by field observations, in-depth interviews, and document analysis. The findings reveal that issues surrounding the joint livestock grazing area (Lar) in Sumbawa are influenced by limited water resources, land-use conversion, inadequate support for livestock management, and agrarian conflicts arising from overlapping policies and competing ownership claims. Recommendations: Conflict resolution should be directed toward the harmonization of cross-governmental regulations, the establishment of clear territorial boundaries based on participatory mapping, the provision of collective management rights or equitable zoning arrangements, and the institutionalization of binding deliberative mechanisms. Furthermore, effective supervision and law enforcement are required to address illegal land control and land-use conversion, accompanied by area protection measures and economic support for local communities.
