SUPPLY AND DEMAND STRATEGY IN ERADICATION OF ILLEGAL DISTRIBUTION OF NARCOTICS IN TRANSNATIONAL NETWORKS

Abstract

The Indonesian government continues strive to eradicate the illicit trafficking of narcotics comprehensively, namely by carrying out prevention, action, law enforcement and treating narcotics addicts through rehabilitation. This systematic effort has not shown optimal results in controlling the illicit trafficking of narcotics. Therefore, how does the Indonesian National Police eradicate the narcotics trafficking network in Indonesia? What are the obstacles for the Indonesian National Police in suppressing and eradicating the circulation of narcotics in Indonesia? Empirical research is integrated with normative legal research in this investigation. Primary and secondary data are employed. Interviews and observations are employed to acquire primary data, while literature studies are employed to acquire secondary data. Qualitative analysis is implemented to evaluate the data that has been collected. Based on the results analysis can concluded that the illicit trafficking of narcotics is a transnational crime organized by structured groups with their respective roles and tasks specific. The Directorate of Narcotics Crimes of the Criminal Investigation Unit of the Indonesian National Police in eradicating the illegal drug trafficking network in Indonesia is to enforce the law comprehensively and integrally by means of legal action against suspects (perpetrators, especially dealers and distributors) and against assets (follow the asset) through TPPU. Legal cases for drug addicts are resolved through a restorative justice approach, the perpetrators must undergo rehabilitation.
