EFFECTIVITY OF CAPACITY DEVELOPMENT FOR INDONESIAN HEALTH TECHNOLOGY ASSESSMENT COMMITTEE

Abstract

Health Technology Assessment, or PTK, is essential to the Indonesian government because it helps control the costs and quality of the National Health Insurance program, or JKN. The Minister of Health oversees PTK in the JKN program and puts together a Health Technology Assessment Committee, or KPTK. The main questions and goals of this research are: (1) The ability of the KPTK to implement the JKN program in terms of the dimensions of organizational strengthening; (2) The effectiveness of KPTK organizational development in implementing the JKN program; and (3) The ideal model for developing the institutional capacity of the KPTK in terms of the dimensions of organizational strengthening. The researcher uses a post-positivism research paradigm and a qualitative, descriptive research method. The study's results show that (1) the KPTK's ability to implement the JKN program in terms of the incentive system is still not optimal; (2) the use of staff is quite effective; (3) leadership has been effective, and line with expectations; (4) work culture has been influential, and (5) communication has been quite effective. The Study also found the effectiveness of KPTK's organizational development based on organizational goals has been good, especially regarding quality control and cost control through a strategic health casing approach. However, based on the organizational system, patterns and mechanisms of KPTK authority that have yet to change the output and results of KPTK policies have still been found. This is because organizational processes and evaluations are still focused on cost-effectiveness.
