THE ROLE OF LAND DEED OFFICIALS IN THE REGISTRATION OF LAND PROPRIETARY RIGHTS TO GUARANTEE LEGAL CERTAINTY FOR COMMUNITIES IN JAYAPURA CITY

Abstract

The role of the Land Deed Making Officer (PPAT) is very important to provide legal certainty for Jayapura City residents. The purpose of this article is to examine the role of PPAT in terms of land registration in order to provide legal certainty and examine the factors experienced by PPAT causing delays in land registration. The research method is normative-empirical, where normative refers to law, literature, written orders or other secondary legal materials, while empirical tries to identify and conceptualize law as a real social institution that exists in real life. The results of this study indicate that the role of the PPAT in land registration to ensure legal certainty for residents of Jayapura City is very important where the PPAT as an official authorized to prepare letters of transfer of land rights and also assists the Head of the Land Office in completing land registration. As for the things that were experienced by the PPAT causing delays in land registration, among others, the parties concerned did not fulfill the existing provisions and the busyness of the parties prevented the PPAT from completing the requirements in terms of registration of ownership rights to land.
