Abstract

Drug eradication is one of the main priorities of the national agenda in the field of law enforcement, therefore adding spirit and enthusiasm for the law enforcers to eradicate drugs trafficking until the roots. The Law of the Republic of Indonesia Number 35 of 1999 regarding Narcotics is expected become the right legal instrument in reducing the numbers of drug trafficking cases. Responding the development of society legal needs that fulfills the sense of justice for all parties, the Indonesian National Police is authorized to formulate the new concept of criminal law enforcement that accommodates the norms and values that apply in society as a solution while providing legal certainty, especially for the benefit and sense of justice for society. The concept of law enforcement namely prioritizing restorative justice for the suspected narcotics users.
